district, region: UI improvements

A bunch of UI fixes (mostly):

  1. general template spacing to adhere to styleguide
  2. person page improvements
  3. contact page improvements
  4. center page improvements - this also includes a migration that allows overriding job title for center contact persons
  5. raise black version in pre-commit hooks to avoid crash with recent click versions
